Just peeped that chart it’s funny how it said this.
Total available certified units: 317.3 million
    US: 259.84 million11
    UK: 34.4 million14
    CAN: 7.8 million17
Just comparing these 3 together the numbers are interesting.

Eminem was the best selling male artist of the 2010s decade based on album and singles pure sales, not streaming and units.
Taylor was the best selling artist having sold over 90 million records by the end of 2019.
The best selling artists of the 2010s decade, in order, are as follows:

    1. Adele
    2. Taylor
    3. Eminem
    4. Justin Bieber
    5. Drake

    These are US sales

Chartmasters also did a best-selling artists of the decade and Drake came in at #2 behind Adele. They actually list him as the best-selling male artist of the 2010s and they include streaming and worldwide sales. This accomplishment is still amazing considering he doesn't have any of the top 10 best selling albums or singles of the decade, which shows his incredible consistency. Adele's total units were based very heavily on pure sales, though.

EDIT: The Chartmasters count only includes releases during the 2010s. So no MJ material, Elvis, Beatles or any singles and albums released before 2010 are included.

Piracy existed back when Eminem was releasing. Napster was still going strong and it wasn’t even deemed illegal yet.
