at the end of the day he rented a car. it’s hard to actually prove he rented a car to commission a killing unless they have him saying that on tape or someone (who’s not already a felon, and thus not very reputable) actually rats.
as far as ‘permission’ the way it’s worded is that they reached out to Thug. not the other way around.

Thug lawyer can easily argue that these guys, who are criminals, just wanted to be down and thus, acted on their own accord. plus, YFN Lucci is not even dead.
The whole point of RICO is to link people together on stuff that might be hard to prove individually though. They can seize assets and by the time they're done you might not even be able to afford as high end of an attorney as you want. Being a founder and people even feeling like you're able to give them permission looks and sounds bad. The jury are people at the end of the day. Most people just take the plea because not only does your attorney have to be amazing during the trial, you just might not get a jury that likes you. Are you gonna take 5-10 and go home or are you gonna risk 25-life?
