i know this isnt an apples to apples comparison but if a cop pulls someone over and the car tries to flee, i dont think they are justified in shooting them in the head to stop them. fleeing is an arrestable offense but it doesnt justify lethal force.

agreed and furthermore, i would guess (but just guessing) that cops stepping in front of cars to stop them from fleeing is NOT protocol. the cop created this situation by stepping in front of the car. was the cop is danger? in my opinion, yes. but the cop created that danger by stepping in front of a car.
