It needs to go to law enforcement, not the officers. Whether they want to or not, it's not up to them to change the laws. It's up to the government. They should be glad the ATL officers are mostly black though.

Police are able to get around it sometimes by saying they perceived the person fleeing as a threat to themselves or others. It's the reason Mike Brown's & Eric Garners killers got off, even as one used an illegal chokehold.

It's bullshit and the law needs to be changed. It's something that desperately needs to be brought up as the country is protesting for police defunding and reform. We can reform the police all we want but if Graham v. Connor remains unchanged police may keep getting off after shooting unarmed suspects.
