Not sure on the specifics but they are competitors with their companies so naturally problems will arise.

On the 2nd question, I wouldn't say so but you could argue that in the near future, he's got a lot of credit in the bank right now by finally convincing the govt to make use of the refineries and sell oil back to the west instead of stupid decision of buying their own oil from the west after being refined overseas.
