Classical psychs can definitely be abused, but aren't chemically addictive. Also hard to get addicted because you're tolerance goes up like crazy for a couple weeks after you do it even once.
You can get addicted to anything though, I'm talking purely about whether or not the substance itself has something in it that will get you physically dependent.

I guess my thought process is that some of the substances found in things we eat do interact with our brain in a way that alters perception, because those substances are themselves mild d****
Like I said before, sugar is definitely stretching that definition to its maximum, maybe to the point of being a reductio ad absurdum, but I think it's a relatively clean way to categorize overall, compared to the million other qualifying factors people come up with

Another way you could split it up is by whether or not the reaction in the brain is caused by normal evolutionary s***, like "I'm low on sodium so I'm gonna produce a ton of endorphins when I consume salt" vs something like cocaine that is just totally hijacking those systems
