i think at this point its obvious theyre atleast admiral tier, i mean based off narrative and the fact that theyre imu's right hand men. we know imu is a straight up killer as he/she was easily able to give sabo a serious wound. we also know the gorosei have been foreshadowed for hundreds of episodes since the beginning of the show, it makes sense that they are among if not the peak of the top tier of villians

i think sanji might get some good hits in but saturn probably has a broken ability that will render him unable to do anything substantial

admirals are usually high commander/low yonko tier atleast, with some like akainu being mid/high yonko tier

you gotta consider that yonkos have crews so its not like its only the yonko fightining. a strong yonko crew will have commanders who can rival most admirals. That means with blackbeard, luffy, and shanks, you have enough fighters to handle the admirals without even considering the actual yonko. The gorosei being near yonko tier or actually yonko tier isnt that improbable if theyre going to be taken out one by one
