The powerful pokemon are just there to be a threat and inspire u to catch them later its not like you would encounter them then anyway in a traditional pokemon game

Well that's very very very incorrect

That was the joy of all past pokemon games. Being able to catch higher level pokemon, course they barely listened but that of cut chance they hit an extreme damage attack in a battle was amazing.

Having over level Pokemon you cannot catch but just battle ruins the game

They only didn't listen if they were traded

They added that because its no longer any traded disobedience in the game(I'm not sure). The badges needed some kind of function.

But they should've added that to the gyms in general

Each one allows to a certain level that will listen to you.

Yeah, that’s a flawed design. If people wanna trade and cheese the game early let them. Or don’t enable trading until like you beat the 4th-5th gym or something. Or until you beat the game.

There’s better solutions than the ones they took.
