I guess the short answer is it depends on the context. Sanctions are often used unjustly (see: Cuba) and can be used to generate an “us vs. them” mentality within the general population. However, ordinary Russians seemed lukewarm towards an invasion of Ukraine to begin with, by all accounts. The threat of sanctions was well known beforehand, so I guess it depends on how the Russian government tries to “sell” the war towards its populace. Citizens often change their tune towards war as time progresses though. We see it all the time in our own country.
