You just called Austria-Hungary an eastern nation because most of its territory (where it subjugated and brutalized ethnic minorities) was in Eastern Europe even though the industrialized and politically relevant areas were all in Western Europe (Austria). Hungary was an eastern country yes but it only got a say in the Austrian empire because of a massive revolt and most of its territory was still farmland worked by a subjugated peasant class.
