Although I should note, that it is obviously extremely hard for victims of abuse to come forward & things such as the kits/tests victims have to do shortly after assauly can be extremely traumatising as it is almost like reliving their assault, so that is definitely a strong factor in why victims didn't come forward, along with people not believing victims.
But there are also all these bystanders/observers/people who knew who could've said something etc.
