so worldwide steppers is him saying the average person is capable of causing pain/hurting people, even if not in the violent sense of Shooting (his way of hurting was cheating, which is why he started talkin bout f***ing the white b****, etc)

The Noble person who goes to work and pray like they 'posed to, slaughter people too, your murders just a bit slower". AKA the average american/human being. Which is why he technically also mentioned he was partaking in that act by also giving out unhealthy food at the Compton Christmas toy drive, which helped contribute to their high blood pressure. Even doing a good deed of giving, he was culpable in their death (your murders just a bit slower, high BP = silent killer etc.) .

Also every line followed by the What the F***? was pretty much one way of metaphorically "killing" someone, or something that can attach to a person (accomplishments).

since the album is a therapy session and this is at the beginning, its pretty much an anxiety/mental breakdown of him trying to find things that are wrong with people since he is beginning to confess and talk about more things in therapy. Only this time, he is attempting to give Bad an excuse, since hes saying everybodys doing it.
