So, I'll cheat a bit and say Niggaz4Life > The Chronic since Dre had a major hand in both.

Niggaz4Life was meant to be the raw, gritty soundtrack to the streets of Compton and LA with bold street tales, raunchiness, and ignorance reflecting the times and mind state of people then.

But it lacked hits and was banned in many places due to how vulgar, edgy, and controversial it was.

The Chronic basically scaled back on the raunchier and more profane elements of that album and there were far more hits and catchier songs on it. And Snoop had a smoother and more laid back flow than NWA. You still get some of the same raw and edgy elements but more accessible for suburbanites and music critics.
