It’s just 1.) New York in TV/movies is way diff than the actual New York, 2.) this is such a unique city, there’s nothing even comparable in the rest of the US. So unless you’ve lived here, it’s REALLY hard to understand a lot of the issues that we deal with

this is gonna be the last time i say it in this thread but the NYPD literally cannot legally do anything. they are a completely useless agency because laws have been passed over the years because of the backlash of how they handled the 90s crimewave and now they are a lame duck organization. they can legitimately only legally do something after a crime has alerady happened, they can't even intervene. so yeah, they are completely useless, but it's not for the reason people think it is.
It's a mixture of both. Not that correlation is causation, but:

It was definitely the stricter policies rather than the funding that really deflated crime, but those stricter policies were still being carried out by someone - like I said earlier in the thread, police in NYPD basically can't do too much now, so yeah they are essentially completely useless and do genuinely make things worse because they've been almost regulated out of their original position in the city
