I wouldn't even go that far. I would say they are taking extreme measures to rid their society of 'radicalized' Uighurs and trying to prevent future individuals that could develop a certain way of thinking in which they believe could disrupt contemporary Chinese society.
China promotes interracial relationships between the Chinese and Uighurs as a way to ethnically cleanse the Uighur population over time. Not murder but still ethnic cleansing.
