Off the dome, I think his pre Carter 1 albums fit that bill easily. There's strong songs on there but a lot of filler tracks too and he didn't really find anything to bridge many of the songs together to make the albums stand out.
Then there's both IANAHB albums which I felt were underwhelming, especially the 2nd one. It just seemed like Wayne took a cool concept exploring his Martian persona and did nothing but throw a bunch of songs together, some good some bad.
The Fix before C6 was trash. Rebirth is trash. Funeral was okay but, once again, abandoned the very concept he initially promoted it as, which made the album not stand out at all.
The Collegrove albums were solid but not classic. I feel the same way about C4 and C5 too. Solid albums with some classic songs but not classic.
Wayne is in my GOAT list so I'm holding him to GOAT standards. Obviously, Wayne has a better catalog than the likes of Ja Rule and Nelly but he's on a way higher level than them so I measure his albums against other GOATs.
for me C2 and C3 are strong enough to hold against The Blueprint, Reasonable Doubt, The College Dropout, Illmatic, It Was Written, Ready To Die, The Infamous, Late Registration, Graduation, GKMC etc. and if we take the 17-18 best songs from C3 sessions it might be the best rap album ever

C2 and C3 are certified classics, there is no arguing. Also people really be underrating Wayne's album catalog - Lights Out, C1, 2, 3, 4, 5, FWA, IANAHB, LFLS, Collegrove, Welcome 2 Collegrove, Funeral. Even Rebirth and IANAHB2 have so many classic songs in them
