Can't vouch for foobar specifically but I still use musicbee. They are really the best music players for flac, mp3, m4a, etc. Itunes can't support FLAC (but ALAC) and Spotify can't support FLAC. Great with lastfm scrobbling on desktop as well
Tagging system on both apps are good and they even feature auto tagging if you connect it with musicbrainz
Nothing wrong with offline music, especially if you can find a way to get it on your phone.
